Its only a bannable offense if it's deemed to be a serious enough case of bashing by the powers that be. Just because something isn't ban-worthy, doesnt mean it isn't bashing.

Bashing is generally defined as a personal attack on someone, whether provoked or not. Some people might consider saying "you're an idiot" bashing, but just generally saying that usually isn't. Continuously calling someone an idiot any chance you can get is however considered a personal attack and thus is bashing.
