As far as powers go he is definitely the least useful as they already have a nearly indestructible brick in Colossus who is far stronger than Wolverine. And clearly Shadowcat's phasing ability is more of an asset. However, much like Batman, the reason Wolverine doesn't end up on the bottom of my list is his practical skills. I just see his knowledge of multiple foreign languages (16 I think), customs, and cultures, training in espionage and covert operations, and the various military and governmental contacts he's amassed over the years would end up out weighing the inadequates of his powers. Still it's close, imo.

While their spheres of influence may overlap in certain areas, I tend to think of them as being rather separate. I see Emma as possibly having more contacts in regards to powerful businessmen and political figures particularly those from "old money." Now depending on the country this may include the odd general or two but on the whole I'd imagine Wolverine would be better connected as far as individuals in foreign country's military/intelligence services and in underworld/black market operations.
I agree that a telepath could certainly do in a pinch, in my mind having someone who is already familiar with a region/country's language and customs would be a much greater help, especially when someone is formulating a course of action before they actually enter the country or region. But that's just my opinion. Shadowcat and the others certainly have many arguments in their favor as well.

JLA ; Wonder Woman (Apart from moving the moon, she has done little but caused trouble (Especially in the case of the fairy story Queen). Her most badass performance was in the first Arc, all she accomplished was hold her breathe longer than a White Martian)
Astonoshing : Cyclops (Its a really, really silly power and although he's the leader he brings little in the way of personanlity to the team)
Runaways ; Girl with the Rapter
Young Avengers ; Girl with the weapons (Thats has got to be one of the worst origins ever)
Uncanny : Havok (His brother Cosigned)
Authority : Swift (Although there is potential)

Cyclops is essential to the Astonishing X-Men. A) He's the goddamned tactical leader. B) While his power maybe "silly", it's potentially the most devastating and powerful attack the team has.
Havok is essential to the Uncanny team. He's the tactical leader and the ability to absorb all types of energy and blow just about anything up is pretty darned useful.
I agree with everything else except for Young Avengers. Patriot is less useful than Hawkeye. Hawkeye is more skilled, has more attack advantages and she's filthy rich. Patriot is poor...
