Each Eternity works like a manifastation body of the Living Tribunal.
So basicly each Eternity (universe) is a part of the core, Multi-Eternity.

But would he know more then Lucifer who was 1 of only 2 who God originally planned to rule over all of the Vertigo Creation (this putting Lucifer above LT in itself).
