Nah. All Star Superman was talking to Superman 1 Million from the future, which means there’s a Superman 1 Million in the All Star Universe. In DC 1 Million they make it clear that Superman Prime is Post-Crisis Superman in the future.

We don’t know since we barely saw Prime do anything.
Though Kyle did become Ion after the Final Night series (96), which was before DC 1 Million (98). In DC 1 Million Kyle seemed to be in awe of Superman Prime’s power but that is nowhere near an indicative if Prime is stronger than Ion.

Infinite Crisis #7's retcon produced New Earth. Plus, Booster Gold's tamperment with time is seriously affecting the timestream, as seen in an earlier 52 issue.
All-Star Superman #2 establishes DC One Million as their canon now -- All-Star Lois Lane sees a holographic message of Superman Million telling about Superman in the future beating Solaris.
