The framing I like, though it could be hard.
What you need is some evidence linking Persis to that area. That's all you will need to have blackmail leverage; you don't need a cast-iron case.
So, put yourself in Persis' shoes... you are a Force adept, you want to learn to use the lightsabre, you have apparently gotten a sabre from somewhere (something else to think about)... and you are taking lessons at the dojo.b You might not go about such things in a straightforward way.
Putting the application near the body is rather abstract, doubly so as they will move it now the Jedi have seen it (evidently, they left the scene alone for the benefit of the Jedi).
But if you can link Persis to the Dojo in any way at all that would be good- you would be surprised if he used his own name, of course!
DARK SIDE BACKGROUND UPDATE
More information about the background of you people- which has been left rather vague until now- is now known.
For a start, I have found out that pliot guy is actually female. D'oh! Well, too late to reverse that now, so male he stays... also, I don't think 'he' was much good with that sabre.
More importantly, you guys DO have a hidden base an an obscure swampy planet out near the Rim. More details will be revealed about it later, but it is where you trained- where Takuan learnt his basic sabre skills and where Galder refined his.
More about the contents of this base will be revealed later, though feel free to ask questions about it.
Basically, though, it is harsh. Very, VERY harsh. It's not a nice place and you really need the stomach to be bad guys to appreciate that you trained there. It also shows the (normally well-hidden) VERY harsh side of Kuylen, and just how difficult it was to get to the position you guys are in now.
You will visit it again in episode IV- you probably visited it last after you fled Damagran; aside frpm anything else you needed to feed the prisoners. Oh yes, there are prisoners...
You'd need the sabre. Can't see that happening.
Try not to look for hard evidence; can you trace him even vaguely to the dojo? Any link you could threaten to reveal. For example, if you could find the false name he joined under (you won't, but that is the sort of thing that would do it).
Or maybe if you managed further investigation at the dojo itself you might get somewhere- once the Jedi are done there, of course.
OOC: Cool, we have a base. 😄 Also, don't forget that I have my place on Hoth. It's where I built my blue saber to replace the green one, and did a little expansion to it during the 3-month duration from Damagran to Malastare.

Worth noting, Rex, that the murder happened before you guys even turned up at the dojo; like I said before, that Mogarian did well enough to outpace you, let alone find time to murder someone in strange circumstances while he did it.
Mind you, that IS a good basic point. You don't know much about these Mogarians, but now you think about it, it could be ANY humanoid inside those suits. They completely cover the body and talk with voice synthisisers.
Well, obviously, I cannot control how long the Jedi will be there.
Meanwhile, of course, feel free to be thinking about ways in which you could persuade Ascar to at least make a deal (though I recommend that Takuan do the negotiations; Ascar thinks little of Galder at this time). This doesn't have to be blackmail; convincing arguments (with maybe a hint of threat) will do.
And while I hate to give a blatant, film-reference hint... can you think of any weakness Ascar may have?
