But to use it is to risk depowering himself and losing the battle. In truth, only an idiot could be defeated that way.
He can also amp himself up w/ magical energy, and can't he create a force field with the lightning? Black Adam has done that, so I don't see why Billy couldn't...
But yeah, J'onn would probably take the majority.

Dodging the lightning isn't hard.Still, MM takes a solid majority. I firmly believe Manhunter has the number of anyone who is mainly a brick. His powerset is almost custom made for dealing with those guys.
Never said it wasn't hard, but the lightning can be used for more purposes than just that...

He should have the number, but so should many other characters.
If GL had shields that didn't take damage, but absorbed it and then used the kinetic force to reinforce the outside of the shield, he'd be unbeatable by the brickset.
But politics and popularity hamper character progress for the most part.
Marvel is stronger, and while he does have superior speed it's not to any extent that would give him a big advantage. I do think his magical lightning would hurt J'onn a bit.
Thing is, he has some pretty good durability, having survived being turned inside out. So I'm thinking J'onn would probably have to use his telepathy. Unfortunately I don't know how strong CM's mental resistance is. If he can survive the mental assault, he may be able to ko J'onn, but I can't say whether or not he'd survive.
