The surfer's power is Galactu's power. With no galactus power, surfer has no power. Myx's power operates on a whole other lvl.
Mxy wasn't human. If he was, he would have died and gone to heaven or hell. He went to the real world. The same thing happened to him in the Spectre story line. He was depowered, but when hit by an arrow, he just vanished. He didnt' die. He's not a normal human even when he's powerless. He's still unkillable.

It could be possible that the IG is universal, but the UN is multiversal, the universes the UN destroyed just didn't have as much power as the IG.

MXY is the only comic character to go to the real world under his own power. IF MXY had truly been human, he would have met neron or the presence and stayed in the comics world.
