The only reason he compared it to Heaven is because it's the place speedsters go upon death. You foolishly acted like that was some sort of testament to its power.
Another thing is that Hal saw Barry in Heaven, who was in the speedforce. Which is no less[or more, really] contributing, even though it was clearly established that it was his personal Heaven, and basically saw what he needed to see.
