EVERY mutant is a possible Omega. EVERY one. If Marvel decides to make Jazz a universal blue making mutant and labels him an Omega he is. The Omega mutants are those that Marvel has labelled Omega mutants. No adjectives. No possibles. No maybes.
What makes Elixir an Omega? That he has been deemed numerous times on panel in canon continuity without any ambiguity to be one.
Does the label suddenly make him omnipotent? No. Does it boost him in any way? No.
