It's been years since I read that story, so I may be a little off, but that's the 'jist' of what went down -- And I wasn't comparing Drac /w/ Excalibur to Captain Britain /w/ Excalibur at all... Simply because Drac's potential was never noted. His only objective was to use it to destroy Arthur/Camelot.
I only brought it up because Merlyn had asked if anyone else has held Excalibur on panel -- Drac was the only one I knew of.

Cool, but I was just noting that Excalibur doesn't necessarily need to be Cosmic,
even in worthy hands.
That's why I reminded you of Arthur himself,
who was as worthy as they come, but could not Warp Time/Space or the world.

From what I gathered,
Time was stopped around Genis at that exact point -- This in turn, saved 616 from being completely destroyed.
No doubt Genis would have erased 616 had time not been stopped -- Just didn't seem that it came to fruition.

And time wasn't stopped there G,
Zemo just opened Rifts (windows if you will) into the Future,
which depicted Genis erasing the entire 616 Reality and all it's connected Timelines.

Genis' time to erase 616 was not at hand yet in that scene.
Zemo did freeze Genis in one second in time pages later,
when they were battlling.
This wasn't going to stop Genis, but Zemo acted quickly within that second of time.
In that same second Zemo used Blackout to disperse Genis' physical being into
different pocket realities within the Darkforce dimension.
This eliminated the Future threat Genis posed.
