Yeah it does. Water is almost 800 times denser than water. The water resistance would rob almost all the mechanical energy from the punch initially, and then massive amount of friction would sap all the momentum from the target once he started moving.

but his striking power...esp with his kicks...are far more powerful than class 2...I would say a MN kick is more powerful than a spiderman punch

He punches through cannon fodder, and rips out spines. Anyone with class 1-2 strength could do that. Not enough to ko Wolverine.
