Yea. He holds back ALL THE TIME against his opponents (unless they're far superior to him in strength [like the Hulk, for example]). He only uses a fraction of his strength against most of his enemies. But when he really cuts loose and such, well, you can see on the scan just how strong he can be when he wants to.
