Also...Clark writes a paper about how Bruce created the world threatening Brother 1, and even shows all the paper trails leading back to his money [as well as the Wayntech designs involved] and the technology STOLEN from Lexcorp to create the OMACs.
And shows how he had sabotaged Kord industries, since all of Ted's money was filtered through Wayne subsidiaries, which is how Blue Beetle ended up investigating it, which ultimately led to his murder, which could make the public believe he had something to do with it.

Personally I believe we don't actually have any control over the electorial process but rather its just a clever ploy to convince us we have somekind of control. Just look at the 2000 election.
