That's a moot point, really. What's to stop Magneto from shielding himself with a car, or incinerating the arrow before it reaches him? Better yet, why not just kill the Green Arrow by stopping his heart via electronic impulses throughout GA's body, or even that blood-iron-stripping attack he's done in the past? Mageto has too many advantages going for him. Ollie's a goner before this even began.
