I don't know much about either, but I get the sense that if Hal used his ring to its full potential, he is greater than Thor using Mjolnir to its full potential...the ring is just a lot more versatile.

Lots of things have "potential" but it doesn't mean that the wielder will always be competent to use it to its full limits.

Anyone can pick up a sword and swing it. However, not many can really use a weapon like a GL Ring or an Uru Hammer and both of their abilities correctly in a fight.
