Secondly the third scan illustrates why Storm's power is slower than telepathy or telekinesis. Whatever Storm wants to do she must manipulate weather to do it. Which has a lag.

This was a wind manipulation of the weather. Also you should do a google seach for what a split second mean's because it also mean's instantly. The same amount of time the telepaths need. 😛
