1) He wouldn't be able to steal Thor's speed as hes a Marvel character and has nothing to do with the speed force (he tried stealing Zoom's speed but couldn't as he doesn't derive his speed from the speed force).
2) He didn't beat instantanious travel under his own power, I think its even said in that issue he couldn't do it under his own power. Hes stated he can't reach lightspeed instantaniously under just his own power.
3) The Superman example is a bad one as you have no idea how fast Superman is meant to be going, and its quite likely he isn't using any superspeed at all while Flash and Zoom are already at top speed (and he hadn't stolen someone's speed, Jessie had willingly given him all her speed). If Superman isn't using any speed there then of course he won't be able to react to them as his perception's wouldn't be sped up. And its been shown plenty of times Superman can keep up with Flash for the most part.

I like this guy. He is a fan who knows when his favorite charcter can and can't do something. Its a breath of fresh air to be honest with you.
IMO Flash was never meant to be more powerful than Superman. Yes he is faster, but think about something... When a car is moving at 100 mph, and your car is moving at 50 or even 25mph, can you not still see the other car, or even react to it if it's coming at you? Well Superman speed is about a quarter or half of Flash is speed (Im guessing, b/c we have seen him keep up with Flash plenty of times), so if you apply the same principle of relativity, isn't it reasoanble to think that while Flash is much faster that Superman, Supes can still keep up with him and react at least enough times to get a couple of punches in.

I didn't say he was impossible, but by the rules of the board he's very diffucult to overcome.
On the average...no. However, as noted by the rules of the board you go by their best showings.
I have that comic, one of the last issues of Wally's run. Horrible issue but that's neither here or there.
