Changing the entire arena (planet?) into kryptonite in the blink of an eye may not be enough. 😕
But the Surfer's speed/power combination would CERTAINLY be enough to net him 9/10 at least, even WITHOUT using kryptonite or red sun radiation.

Surfer's battle speeds aren't as great as Kal's. His is good if you want to travel across a galaxy fast, but not for a fight. That's where Kal exceeds.
If Surfer's combat speed was as great as his travelling speed, then Thor would get trashed against Norrin 10/10. However, SS doesn't have those kinds of battle speeds...
Anyway, Norrin is nothing Superman doesn't fight nearly everyday of the week.
Surfer would win 6-7/10 against Superman.

His weaving in and out of ships still to this day remains to be the best combat speed feat I've seen from Norrin. Regardless, nothing that impressive in the scheme of things.

Superman's gone so fast that he's literally instantly travelled to his location. He created a boom tube in the time dimension.
Norrin, once he thinks he's won the fight, realizes the entirety of the battle was a ruse, due to Torquasm-Vo. Superman than proceeds to beat the shit out of Norrin on the astral plane in which he controls. 🙂
