no it doesnt cuz spidey was so stuck in his ways in his old unitard that he didnt even bother to utilize all the fancy bells and whistles tony equipped it with, he just kept the same thing he normally did. cuz tony put all sorts of fancy sensory devices in it, including radar, sonar, Uv and al that but spidey alredady got all that organically from his "other" upgrade, so the suit was a nuisance if anything

The difference is that non-registered superheroes are perceived as vigilantes, and enemies of the state. Basically the government doesn't want any rogue heroes. They all want them to be unified under one body. Pretty Fascist if you ask me.
