They can fight the ones enforcing the SHRA till their blue in the face, and it won't change anything. Why? Because all the law enforcers do is ENFORCE the law. You want to change something then fight the ones who DECIDE the laws.
If you win a battle against the ones enforcing the law, in the long run you haven't really done much. If you win a battle against the ones who decide the law, then your making progress towards change.
In all of the fights the anti-regs have been in, how much closer have they come towards abolishing the SHRA? Hell, some can even argue that their actions have given the government an excuse to further push the SHRA. Cap can't see this because he's been fighting physical battles so long, he doesn't know how to do anything else. He's forgotten that not every war must be fought with muscle and bone. If he truely feels that the SHRA is wrong, if he really wants to put it to an end, then he needs to stop, take a step back, and ask himself "What steps do I need to take to have this law repealed?" When and if he does that, he might just figure out a way to win this war.

Shoot, I think it's completely retarded they didn't do more with Deadpool in this whole Civil War because I think he's about the funniest guy in Comics and I though the was due for a big push (Especially since they're talking about a Deadpool movie). Yeah agreed Maria Hill no matter how much of a ***** she come's across as is only doing the best of a bad job. As she even said she was a nobody and had no prior leadership skills and suddenly find's herself in charge of all the shiz that comes with SHIELD, played by the government, Dealings with alien races...dealing with the fact that everday people are running around with power's that could change the face of the earth if unchecked. She's only Human and she don't no the hero's on the same level as Nick Fury did she aint got the experience so of course she aint going to be able to cut them slack and cover there backs cause at the end of the day the Government are her paymasters and what they say goes she's just a pawn in the game. Marvel's starting to show that she realises this.
