That sounds good but its flawed. Suppose I register anonymously and destroy somethng. Whats to stop me from changing my identity and repeating the process?

You think money grows on trees? Superhuman battles are the costliest things that occur each year, numbering in the million-billions of dollars in damage world wide. Government money comes from taxes, so YOUR taxes are gonna go up to clean up after reckless kids fighting crime.

How are they reckless when they are trained, goverment appointed superheroes? Just anonymous. I don't think any superhero would fight against that...

If they are government agents, incidents will be investigated on a case by case basis. If the damage couldn't be helped, the gov pays. If it resulted from willful negligence, it's on the hero.

I agree to certain extent but lets take out the heroes from the equation for a sec. How much of the tax payers money would the government spend everytime a supper villain destroy a city, steal millions from a bank, take over cities. While is unfortunate in some cases all the damage(im not talking about people) that is caused by the heroes fighting the villains it has to be consider as collateral damage. The heroes provide assistance free of charge. What would happen to any country if Dr.Doom, Magneto or even Namor decided to conquer said country if the heroes are not around or decide to quit? and thats not mentioning threats from outer space, Negative Zone, alternate dimensions etc.

Just because a person provides a service free of charge doesn't mean they'll do a better job than a trained and certified person.

I agree but it was a monetary question. How much money does the government and the tax payers save from the heroes doing their thing free of charge. About the young heroes being reckless to me the solution is simple, the X-men trained their mutants to use their powers at the Xaviers Institute, the heroes should do the same, open a facility to rain young people or inexperienced heroes in their use of their powers but run by heroes only.
