yet he enforced it... the government (or shield) doesn't have the ability to take down alot of the heroes, stark, pym and reed could have nipped it in the bud at the start...if they're unregistered then technically they'll still be a resistance, and if they were willing to continue even after he got captured, then they aren't exactly following his orders are they?
Nope, the resistance are the one's fighting SHIELD, the "Secret Avengers" were the resistance. Steve never said "Register, that's an order" he just told them to stop fighting. Which they have, they are just continuing to be super heroes despite the fact they are unregistered.
