I disagree on that, Jack seems to be pretty intellectual as well, I must say that he is equally or perhaps more than Norrigton. In those days to be Captain of a ship you had to be pretty intellectual.

I'm going to be really risky here and say that I think Will is also Liz's equal in intelligence. He's not an idiot, and he catches things other people don't. He picks up on things and adapts quickly, whereas Norrington can't adapt which has led him to be a backstabbing alcoholic.
