Flash outran one of Death's forms. The Black Racer is the Death of the New Gods while Black Flash is the Death of the Speed Force.
Jay is not the most experienced Flash. Wally is. He possesses FAR more experience than Jay. With all his time in alternate dimensions, time loops, future trips and million year-lasting battles, Jay pales horribly in comparision to Flash.

Flash is far, far, far, FAR faster than Jay.
Flash is far, far, far, FAR more powerful than Jay. He possesses far more Speed Force abilities than Jay could dream of. Hell, WALLY had to teach Jay how to vibrate through solid objects.
Flash is also simply more experienced than Jay. WWII? Who gives a f**k. Wally fought in WWII as well (time trip) and hell, he fought in a dozen wars after that. He even fought against a future Captain Cold in WWVII....
It's absolutely no contest. ANY attempt to argue that Jay could last for more than a nanosecond against Wally is just plain impossible.
Jay won't even perceive Wally moving anyway....
