No he doesn't. He just doesn't get as enraged as haphazardly as his counterparts. Once he does fly off the handle however, his strength actually increases faster and to a more devistating degree, this was referenced several times and they made an entire what if story revolving around that point.
Colossus most like takes this fight unlesss Grulk pulls out some mass rage mid-fight... but since he won't do that a majority of the time.. he loses.

Yeah but apart from Ms Marvel when has Grey Hulk been handled like that? Loeb jobs peoples arse out. Hell recently he made Red Hulk kill Grandmaster but had Red Hulk have more trouble with Savage Hulk. I mean WTF Savage Hulk > Grandmaster? Loeb just ****s things up.
