Given that Strange has done it via magic, it is possible to do with magic. I haven't seen enough of Shuma to say a definite yes if he's outside his realm, but it's easily within his powerset. But in his realm, he has unlimited control of the entire dimension. He's basically eternity level in his own dimension at my best guess. And before someone bashes me, ask Long Pig for an accurate assessment of Shuma in his home. He's the Dr. Strange expert.
