Damn this going to be a long list, oh what the hell. I going to post Marvel and Dc no typical order.
Marvel:
1. Silver Surfer- to versatile for Superman and over all to powerful for Superman bottom line.
2. Thanos- One of the smartest beings in comics point blank, Thanos also to damn powerful Superman all jobbering aside thanos will beat Superman down in every way.
3.Tyrant- Will literally kill Superman.
4. Mangog-Will literally eat him alive.
5. Sersi- her powers are sick, transmutation, control of all forms of energy, telekinesis,telepathy,cast illusions, teleporter,.
6. Any top level Eternal-Zuras,Thena,Ikaris,Forgotten One, Hyperion,Overmind
7. Gladiator- Stronger,faster, more durable.
8. Dr. Strange/Tailsman
9. Adam Warlock- Too many powers, plus soul gem.
10. Thor/Beta Ray Bill- More powers and just as versatile
11. Black Bolt-just like Sersi minus telekinesis, anti-matter, transmutation, Qusai-Voice that can destroy matter.
12. Odin- The most Powerful Sky father, feats speak for himself
13. Atum The God Eater/Demogorgr- The primal force of the universe and most powerful Elder God.
14. Quasar-equal to Green Lanterns
15. Captain Mar-vel/Captain Marvel- rival of the green lanterns
16. Classic Juggernaut- powers of the Sky father, unstoppable.
17. The Runner-The third most powerful elder, and more powerful than Silver Surfer.
18. Asgardian Destroyer-kills sky fathers
19. The Sentry-potentialy could be superior to Superman.
Dc.
1. Darkseid- Should defecate on Superman every time.
2. Highfather-like Darkseid.
3. Orion- is more powerful than Superman, with the Astro-Force Orion owns Superman.
4. Any Green Lantern- hal,Kylie,Kilawog
5. Alan Scott-powers are magic base
6. Black Adam- cut thorat and willing to kill.
7. Dr. Fate- to versatile
8. Zantanna- to versatile
9. Any Flash- to versatile
10. Black Racer-Agent of death nuff said
11. Captain Marvel- equal to superman, and powers magical.
12. Wonder Woman- almost his equal, with her weapons would kill him.
13. Martian Manhunter- One of the most powerful JLA members, more versatile.

Well, i can agree with most of the list, considering that most of the aforementioned characters were specifically created by Marvel to look/be more powerful than Superman, and some of them are rip-offs.
I would exclude from the list:
Juggernaut: R U Kidding?
Gladiator: He is like the clon of Superman (powerwise), looking more like Bizarro.
Darkseid: No matter how powerful he is, reality is he can´t beat superman. He can beat beings more powerful than Supes, but he can't beat Supes! That's a fact.
Sentry. Equals as best.
Orion. Equals as best.
"Any Flash". Some flashes in specific circunstances can beat him, thats true.
"Any Greeen Latern" Some green lanterns in specific circunstances can beat him, thats true, but no "any".
Captain Marvel. Equals or a step below.
Black Adam. Same than for Capt. marvel.
Wonder Woman. Same than for Capt. marvel.
Martian Manhunter.Same than for Capt. marvel.
Thor: Equals. OK, perhaps Thor is a half step above. But superiority is minimal if it exists. I still give them a 5/5
Magic wielders: OK he is vulnerable to magic as everyone. In the case of Zatanna and many magic wielders he use have to be knock them out before any spell is pronounced. Magic can hurt him, but not necessarily kill him, or necessarily would enable him to fight back.
