Becuz each vertigo story is it's own reality. And each can infinitely become more and more realities. Just becuz it's not implicidly shown or stated doesn't mean much. THe Spectre is multiversal in power whether he's in DC or vertigo and he was less than Elaine or Lucifer. Which means the power is there to build more if they want, or there is more and it wasn't revealved.

Also, as you can see, I don't care about multiversal/omniversal/universal... I care about the power they show.
If they are universal, and their power outmatches an omniversal being, then that is their power.
