Since when does a being with cosmic awareness, transmutation abilities, FTL speeds, having the ability turn off mutant genes, etc. not get out of that situation.
A well written Surfer could have just bailed out of there and impale Storm with his board or transmuted the hydrogen into shit and fling it at Storm's face or just turned off Storm's weather controlling power.

Look, the fact is Storm surrounded Surfer in dense hydrogen atoms and detonates them. She pulls something like this on Polaris or Magneto and they are DEAD. Silver Surfer was able to survive this easily because of he is a herald, but Magneto and Polaris cannot. They are nowhere near him.
In regards to SS turning off Ororo's powers, I'm not so sure he can do that. She may be able to control his energies and turn it back upon him like she did to the Trion.

I don't think so, his powers are not elemental. I am pretty sure he actually can do it. There is no way for Storm, as of now, to claim supremacy of PC over Surfer as he was endowed with PC by Galactus.

Where do you see an explosion? She's using the hydrogen to create an atmosphere to work with since she admits that she works better with an atmosphere.

Not really. Her powers would just be shut off since she's never controled something like the PC before.

Honestly, I believe that McDuffie probably took a leaf from that Superman issue where he was tied up a certain way in chains that he could not break out of them despite his prodigious strength.
Also, just because Panther said he can tear out that arm does not mean that he can. I think it was a desperate bluff like when he threaten the Watcher with the nullifier.

Elemental has nothing to do with it. She controls the forces of the universe down to the subatomic level. Hence she has been able to even create clothing out of thin air. That kind of power could arguably counter SS's trying to shut her power off.
