If Storm sees the "signals of neurons", the thought has already occurred, there is no "attack before she can think because she can see her think before she thinks".
If you're still trying to peg quantum theory to her, you neglect the blaring fact that every depiction shows it as viewing the world "through a different lense" and not viewing each and every individual sub-atomic particle as if they were a line of school photos.
And her speed advantage is nothing more than what a martial artist would have over a normal person, which is actually pretty significant. That's unless Polaris' reactions are sped up like Magneto's are, I don't know if they are though. Kinda doubt it.
