Donna and Starfire are at least equal in effectiveness which is why Starfire should be up a notch. She took out Indigo's ship with one blast, shattered a mountain without going nova, carries around aircraft carriers, ftl flight, etc. A bit too much to be on Beast Boys level.

The heroes always save the day, nothing wrong with this.
It's purpose was to entertain, Comics are no science or religion. The PIS/CIS part was mostly in the Hawkeye/Flash incident, if you wish.
Where was it stated that were alternate Universes? Maybe it played in the past of Marvel? It's possible if not most likely that the writers didn't though about alternate universes, they didn't care with continuity (obviously) and wanted to pitch their heroes against each other.

JLA/Avengers wasn't very good or good, as a matter of fact. It was average, an hasty attempt to tell a story that makes it possible to let the heroes fight against each other. The Grandmaster had to use all those artefacts to imprison Krona, so we know that he is just slightly below the combined power of those. 🙂
