Sinister once manipulated the High evolutionary into shutting off the mutant gene once before. After which point in time Sinister turned on the High Evolutionary* and locked him in a stasis tube.. The X-Men went up to his then space station and freed him from Sinister's clutches.**

I think that was the point Carey was getting at, currently in the Blinded by the Light arc Sinister apparently has a solution to save the mutant race. Since Endangered Species occurs before X-Men #200 my guess is Sinister beat Beast to the solution and is using this as leverage so mutant kind will rally around him. Exodus and his Brotherhood have already sworn allegiance to him. Had Sinister decided to work with Beast there would be no need for this kind of gesture from the Brotherhood. So it was in his best interests to say those things.
