To be fair she's still one of the best though. I think every street level fighter struggles against Prometheus if they go against him straight up h2h. I also have a feeling he was prepped just for her in that instance. Didn't he also say she is the 3rd best martial artist in the world too?
Even her fights with a fully functioning Batgirl aren't exactly one sided either.
She hasn't really had a proper one on one/non mind controlled fight with Bruce. Their first fight did happen a long time ago and her rep and feats within DC have increased even more since then. *shrugs*
Having said that Mister X really should wreck her.

Yeah but Cap fought Promotheus with that gizmo and it looked like he kicked his arse. Looks like the martial arts dials go to 11 in marvel.

Her second serious fight with Cass. Cass serious made her look bad leaving her for dead on a fish hook or something IIRC.
I think there is some level CIS in the Shiva vs. Cass, fights on Shiva's part. I'm not entirely convinced that Shiva has ever gone 100%, no hold bars, completely ruthless, ready for the kill against Cass.
Also that fight with Dragon may not be canon. The mini series was a retcon of Dragon's past, but his original past has been mentioned since then in the 52 among others. Regardless, I'm still inclined to place Dragon at the top of DC's MA pyramid.
Nightwing being a match for Cass makes me wonder if the other streets, have started adjusting and compensating for her move reading ability, knocking her (and Shiva by extension), down a rung or two.
