To be fair, they're not entirely at fault. Vince gives them things to use (which are usually garbage these days), and they do it. This was one of Paul Heyman's biggest problems, and one of the reasons he left the company.

I don't know about the stable idea, but Cena making a serious heel turn would be the smartest thing. But, Vinnie Mac's likely convinced that he could train the fans into believing that Cena's the next great babyface, which has failed in many ways, but has succeeded in others (referring to the overall heat every show).

Shelton doing anything major would be a good thing, since he's arguably WWE's best in-ring talent on the roster.

WWE could really use some competition, but TNA has done absolutely nothing to even put themselves on WWE's radar. And with Russo having creative control, that won't change any time soon.
