It was, some Dutch news sites had the story as well...
As for the event it self, the kids shouldn't be punished by the courts or the police for this. They are far to young for that, some education on the subject and their parents being very mean for a few days could do just as much for them without the damage...

yeah, i know they want to make an example out of the kids, but to embarrass the kids in front of the entire world, i don't know what to say, it's a terrible situation, but wow. and their entire life is just about over with now...i know there is a strong battle going on with liberal sex, and i know the issues people are having with trust and their kids, i would be very angry if my kid had to watch that and i explicitly raised them in a sheltered environment, i know that their innocence is over with, and that is something they can never get back, and that is the kind of stuff that would make a parent snap...but not all parents are like this, and that's the problem when it comes to liberal sex and conservative sex.

whoop? No one needs to use the word "whoop". Ever. It's one of those few words I think should be abandoned by the english language. It's up there with britches, raunchy and tummy.

whipping kids is like whipping an animal, probably comes from people who's family raised life stalk. we are intelligent beings, and we should be able to talk to kids, it's easy to hit someone in order to make them do something, it's harder to interface with the mind.
