We've only seen Oa in one universe (as far as I know), but I wouldn't say there aren't other versions of Oa in other dimensions, considering the fact that there have been alternate reality versions of GL.

Unless there's objections, I'm going to insert a bunch of Stormwatch people onto the list. Here's the list with brief explanations.
Flint - Mid Meta - Like a female Luke Cage x2...super strength and some insanely tough skin, so much so that nothing Stormwatch is aware of can cut it.
Christine Trelane - Low Street - She "activates" powers in certain people, and is a good H2H fighter, but not worthy of a higher spot on the list.
Winter - He's already on the list where he belongs (Low Herald).
Fuji - Mid Meta - Strong as hell, but one-dimensional and if his containment suit is breached he's in trouble.
Hellstrike - High Meta - Kind of a blue-green Human Torch, shoots plasma, and can survive in space. Probably less raw power than Johnny, but more versatile.
Farenheit - Mid Meta - Same deal as Hellstrike, but with less showings.
Jackson King (Battalion) - High Meta - Telepath and telekinetic. Both are mid-level, making him tough and versatile but not deserving of herald status.
Rose Tattoo - Mid Street - Deadly, but still not much more than an expert marksman with a kiss of death.
Co-signing Loki, and moving him up. A LOT of people have mentioned him being too low. I also added the Stormwatch people I mentioned.

I just remember Johnny Storm overloading the energy inside of him during Secret Wars without even having to go supernova. I also think that as they made more and more Ultron bots, his mystique for being able to hang with high-level guys was damaged some...to me, it seems like Ultron is where he belongs, especially considering the list in Mid Herald.
