Against Loki for mid herald. Strange beat Loki's ass even when Loki stole all his artifacts.

As for Ultron, I dunno. I say wait and see how the new one does. So far, Low herald looks alright.

And.........., no on Apoc getting a bump. I like where he is. 😛 He can beat down half the people in his current tier, so I say leave him there.

x-23 is a street leveler? Shge superhuman and has a healing factor which is pritty powerful.

also kingpin should be higher as well should he not?

I agree with putting X-23 in low meta. Her healing factor is pretty awesome, she has healed a broken neck and so on. Not to mention all her skills.

He and Fenris got beat by Thor, easily. He also got beaten by Apocalypse pretty easily.

Considering the power is sufficient to create an entire universe, He should still have greater then skyfather power left over for himself.
