Agreed. I'm still trying to figure out Firestorms durability. He does have awesome powers, but what does he have on average that a well trained GL doesn't?
As far as I know, he's limited in the same way Surfer is with the PC. He can rearrange matter scientifically. A GL can rearrange things that are far out of the range of matter (souls?) when written correctly.
Animal man as we all know has channeled sun eaters and has even done sh*t like defeating ultraman by going between panels and pulling him out of the page.

Besides, just look at the some of the guys in the Mid herald range. Is Jason really more elite than Wally friggin West?

I can see Ronnie beating Supes for a majority, but I think Jason is too green at the moment.
But non-jobbing at their best? Definitely Firestorm.
I'd be down with firestorm getting bumped to HH -- I personally think his feats warrant it.
I do however agree with what another poster mentioned -- if we start moving around the herald level characters, it may cause other changes in the ranking system to occur... But if a character deserves the move, he/she deserves it.

I'll co-sign this. Let's not push the bandwagon too far. Hell, most of the high herald list can matter manip. just as well.
Mid seem like a good bump for FS.

He's an Elder God who just recently powered up 4 Beta Ray Bill level heralds and is in control of Surtur's demon army. Also Exiles Tanaraq steam rolled through Kulan Gath and Zarathos like they were nothing.
