Circe is several levels too high.Wonder Woman has owned her lunch at times(see WW #176.) Even when Circe was powered up,no less.Blackheart isn't even a high herald.Much less sub Skyfather.
Deathurge can be resisted or even beaten by everyone from Valkyrie to Spider-Man.He's lower side herald level.That's all.
Despero varies a lot.This would make sense for Virtue & Vice Despero.But not most others.On average,he belongs a level down,at least.
The Elders of the universe vary a lot.Most are middling to low top tiers,I'd say.IOW,a couple of level down or so.Grandmaster & Ego are exceptions.
The High Evolutionary is usually herald(ie top tier)level.And sometimes(getting the worst from Man Beast or getting taken out by pages by gun blasts),not particulary exceptional among that group at all.
Nightmare isn't above all heralds.Everyone from Hulk to the Enchantress to Captain America has beaten him.And in his own realm each time,no less.
Solomon Grundy on par with beings like te Destroyer,Mangog,Gog,etc.? Wtf?
Stayne didn't do much to merit a whole level up from beings like the Silver Surfer & Thor imo.
Talisman on the same level as Tyrant? No way.Far as I know,Talisman hasn't done much.Tyrant's pwned whole teams of top tier opponents.

Warlock's only this high if we're factoring the Soul Gem and I feel Moonstone Zemo is a little above most others on this level.Not bad still.Why is Beta Ray Bill a whole level below Thor?

Captain Atom,Lobo,some of the lesser GL's,Wonder Woman,Skreet,Maxima,Ikaris,etc.don't really belong on the same level as Doomsday,Void,Orion,Loki,etc.Not in terms of overall power.
Animal Man is too high imo.So is Plastic Man.Man-Beast,Kalibak,Jack of Hearts,et al are on the same level as Sersi & Hulk? lol

Just a thought. I mean, some of them are douchebags, but some of them aren't.
A lot of those are pretty good suggestions, actually.
And the reason we have Grundy so high is because at his peak, he easily solos the JLA and JSA. He has many different incarnations when he "dies" and comes back. I can understand why some people would feel that Grundy is too high.
