He's also been taken out by Hal alone. He's transmutable, and that's a pretty glaring weakness in the face of the versatility that most of high herald possess.
Him soloing the JLA in the way he did, in my opinion, grants him the mid-herald spot just like Hulk soloing the avengers in the way he did grants him low herald.

Ok so to be top tier you have to be able to beat the others in the tier? Becuz the generals power output and dmg soak is up there. Hell, He's more durable than Thanos.
