Cassandra Nova? How would he defeat her? She's easily the strongest telepath and telekinetic there is. Along with a really powerful healing factor.

At that time he didn't know he could breath underwater [yet], but that wasn't the concern as Wendigo was slashing Hulk pretty bad and then had him in a choke so Captain Mar-Vel rushed in and pulled Hulk out of the water.
Wasn't there a 'policy' that once a change was put to rest, it could not be re-brought up for X amount of time?
It happened around World War III when everyone was demanding Black Adam go up. The vote got put to rest, and someone immediately brought it up the next day.
The Hulk's been put to vote and put to bed a dozen times the past week or two....😐.
