Example:
Same Tier - Captain America (U)
Different - Shang Chi, Shang Chi (Ultimate)
4. Beyond myself, Validus or leonidas is in charge. First leo then Val have done a fine job overseeing the list to this point. Changes can be made without their consent, but they can act as advisors to the list concerning character placement and rules.[/b]

Basically, enough discussion has to happen for people to offer legit votes. There isn't a set limit on how many we need to move someone, since it would make it needlessly mercenary if we did, once a healthy consensus/majority seems to be reached I move someone.
But if others don't feel inclined to vote, a lot of potential moves simply fade into obscurity.

In the past we've discussed the possibility and it was vetoed. Beyond the tiers we have, power sets are so unimaginably vast and usually abstract, that making a definitive list of tiers isn't something that is possible. Disagreement and confusion would dominate any further tiers. As it is, the tiers we have can be defined fairly easily defined by various power sets. But if we made a Skyfather tier, it would jsut have a few literal Skyfathers. So it would have to be Skyfather-up-to-...something? What that something is would be impossible to define well, because there's numerous arbitrary places we could make a cutoff. And then we'd end up with all sorts of confusing discussions: imagine, for example, trying to compare Odin with an abstract entity that personifies all Hatred in the universe. See the problem?
But that's the gist of it.
A poster named Mr Master had a thread a while back that attempted to explain everything "cosmic" in Marvel. It covered Skyfather+ fairly well. A similar thread exists for DC. You might try to look up those for reference.
