See, it's easy to find examples that seem to poke holes in what I was saying (Batman, Kang, etc.). But here's my point. Batman's a high street. We know this. But he has prep-god skills that occasionally can make him much greater. So if Batman was, say, straddling two tiers, I'd heartily recommend the higher one because of this fact. And if maybe Blob was straddling two tiers, I'd recommend the lower because he's never going to bring anything more to the table. This isn't the case with Bats, but it comes into play with characters like Adam Warlock and Adam Strange, whose intelligence and tactical genius is an intrinsic part of their character.So I'm just saying that it shouldn't be ignored. We shouldn't base everything off of prep powers, because not every situation includes prep. Thus, prep skills alone don't make up their "total power." But it should be considered. How much so? I don't know. Like I said, I try to use it as a tiebreaker when there's a discrepancy. But there's no exact criteria for the list, because doing so would make it impossible.

His average tech is hardly something that put him in trans.Most of his showdowns he gets defeating but physically forces.
Now considering his high level of tech manipulation is great but considering some of the feast people in High-Herald have it's an illogical choice to have him at trans.
He also does not have battle feat to put him there since of the the people in trans are capable of handling numerous high-heralds.
So you would consider Cyborg superman (with out rings) by which of his feats?

You fail to get the point. I only used Warlock as an example because he came up in the past as a "do we include intelligence and prep stuff?" discussion.
I completely agree with you, btw. I was a staunch advocate for Warlock at HH. But, again, that wasn't really what I was trying to get at, but was relating it back to the discussion of Adam Strange (which I didn't vote on, but merely presented some thoughts for consideration).
