Not quite. The worst dictator in the world committing atrocities left and right - they don't think they are doing evil. They have the justification for it in their minds that what they are doing is good, or is for the greater good.

Among the many evil acts in the dying days of Hitler's bunker, was Mr. & Mrs. Goebbels poising their own children before committing suicide themselves. But they justified it in their own minds by saying it would be for the best, that they couldn't imagine allowing their children to live in a world without National Socialism. History is not made up of tyrants who committed foul deeds and said 'I'm evil and I love it!' They always create a system of belief of some degree. Even something like Richard Nixon's infamous defense, that 'when the President does it, that means it's not illegal!'
