Wasn't it already hinted that Parallax was behind some of this?

In GreenLantern some guy gets a Quardian ring but it takes control of him rather than being under his control. Plus the rings find people by seeking out those that produce fear.

Fear is the energy they use instead of willpower. Parallax would have to be the source of their power so yeah, hints all around I guess.
