Juggernaut does not have limitless strength, he has never been proposed to have limitless strength, it has been suggested through hyperbole by his fans.
Hulk, if nothing else, has it as his main and most famous power. Therefore, if you REALLY want to get technical, he could be as far or as close in front as you can imagine.
Though this is all fruitless because we can go around in circles.

Cyttorak is limitless. Juggernaut isn't. Juggs has access to a power that is limitless, it's not up to him if he can use it. Hulk's actual power is limitless.

There's a difference between borrowing power from a limitless source, to actually being a source of limitless power.
We're not assuming anything outside of Hulk's ability, you are assuming Juggernaut is equal to his source. I have no indication that is true, so I will not make that leap.

It was a stalemate if anything... plus, Sentry seemed to be toying with him a little when they first met in the air, and Hulk's bound was cutting away Sentry's power so it would stop hurting Hulk. 🙂
