He didn't need the drive, though. Infact, he couldn't even use the Drive at all. His body was so full of Psycho Energy that if he absorbed anymore, his body would have been blown to pieces. Hell, Bison knew his body couldn't take anymore Psycho Energy in Alpha 3 and he still decided to have the Drive operational when it would have killed him if he used it. Like I said, the writers for Alpha 3 were a bunch of silly f*cks.

Bison feeds of the hatred and anger of fighters. Because that's what Psycho Power is, the power of hatred. During Alpha 2 he was experimenting on new ways to amplify his Psycho Power. He kidnapped various Street Fighters and fed of their negative emotions. After hearing about Ryu's defeat over Sagat, he decides to seek him out. He wants to face an opponent that does not fear him inorder to better absorb their negative emotions or something like that. But, we'll never know what Bison was really researching due to dumb retconns.
