Within limits. And only to find ways to complete the mission. That's why they're not as stupid as droids. Clones can adapt and be creative when circumstances change. But... they still HAVE to complete the mission.

And HAVE to follow orders.

To complete the mission. Therefore they don't require specific commands all the time like droids would.
