It's more that corporate's a b!tch about how many hours a manager can give out to the workers, so they can't hire new people often except for seasonals around Christmas time. I was technically hired as a seasonal but was fully trained from the start as they intended to keep me on after Christmas-time, while the other two who were hired only learned what they needed to know and left in mid-January.
