Actually, it would cause some molecules to break apart and form new bonds, thereby creating different matter. It would cause great heat. You would have to be able to reform those bonds and then have the ability to put that matter back into its proper place. If you could get it hot enough, you could create nuclear fusion.
What you are looking for is probably that ability to convert matter into antimatter and then cause equals amounts of these particles to come into contact with each other. They would annihilate each other creating the most efficient way in the universe of matter to energy yield because all parts of both matter and antimatter are converted directly into energy...much, much more powerful than nuclear weapons where very little matter is turned into energy.

No, speeding up your atoms would only create more kinetic energy...the physics definition of temperature is the measurement of the average kinetic energy in a substance.
4. Immobilization- By stopping atoms, you could make someone unable to move.
Exactly. Causing someone to be put into absolute zero would cause all atomic vibrations...a perfect freeze. This would also kill the person as the polar molecule, water, actually expands as the molecules slow down. This causes microscopic cellular damage that cannot currently be reversed.
5. Slow motion- By rapidly slowing down atoms, you could make some move very slowly.
No, it would kill them. Back to water being a polar molecule.
6. Regeneration- By increasing the speed of atoms, you could cause very rapid healing.
No, you would only create more kinetic energy...increasing your temperature.
7. Disintegration- By slowing down atoms, you could cause them to literally fall apart.
That would only work with polar molecules and there are not very many forms of them...maybe the ability to destroy those molecular bonds is what you are looking for.
8. Temperature control- By vary the speed of atoms, you could change the temperature.
It works by varying the vibration.
I'm pretty sure that there are more abilities dealing with atom control but these are the only ones I can think of right now.
